Submit a signature proof for a pending account workflow

Used only for signatureTemplate challenges. The client submits an ownershipSignature
over the LA-issued payload. Advances the workflow from AWAITING_PROOF_SUBMISSION to
verification; the workflow continues async (poll GET /operations/{cid}).

Out-of-band challenges (walletConnect / deposit / fireblocksApproval) do not use this
endpoint — fulfillment happens off-platform and the LA reports verification directly to
the asset node per the challenge's operationResponseStrategy.
